anticipated and unanticipated, MnDOT & the City entered into this agreement, with the City hiring and deploying traffic control
agents as necessary

The City was tasked with deploying resources as necessary to ensure minimal traffic disruption. They only deployed resources
when they were required, and as a result the contract came in well under budget.
