The purpose of the contract was to provide a comprehensive COVID-19 Telehealth Test-to-Treat program for all Minnesotans. Services will be available without regard to individuals’ insurance status and to ensure individuals with barriers such as transportation, distance, or mobility issues can access the most appropriate COVID-19 therapeutics, particularly oral antivirals, if they test positive for COVID-19. This service provided telehealth consultation and drug delivery to people who reside in Minnesotans.

Contractor stood up the basic service quickly and later added additional functionalities. Timelines for additional features were somewhat slower than expected but reasonable.
Quality of service was good. Some technical and customer service issues but communications with the contractor were excellent.

Costs fit within the budget provided.

Contractor fulfilled the terms and scope of work of the contract all the way up to the dissolution of the corporation. The project team engaged with MDH was very satisfactory, and the Telehealth T2T service resulted in 7,850 consultations and 6,395 prescriptions for oral antivirals.
