Evaluate the contractor's timeliness Neutral All submittals/reports were submitted in a timely manner and invoices were submitted on a regular basis. WCEC kept the project team updated via emails and phone calls. Due to issues with end of fiscal year deadlines, treatment, and analysis the project was not able to be completed on time but was not due to the failure of WCEC.
