FUHN and clinical sub-awardees did not find these services to be valuable. The professional qualifications of contractor personnel did not match the level of performance and adaptability expected.
The contractor was expensive, but the available vendors to provide these services were very limited. There are not more inexpensive vendors available.
Based on organizational challenges like restructuring and staff turnover, the overall performance of the contractor was below expectations.
