The goal was to develop life extending benefit curves for pavement preservation treatments both in Alabama and Minnesota so
the results could be used throughout the country. Phase-I and Phase-II accomplished this task and Phase-III is pushing the
implementation of the results in individual states in a nutshell.

Tasks and deliverables were delivered on time. Some additional time was needed for the publishing of the final report which was out of the hands of the principal investigator. MnDOT could have published it but made more sense for the participating states to have NCAT do the publishing
The PI provided what was asked for this pooled fund study.
NCAT and the PI were able to provide a service at a cost that was acceptable to the participating states. Phase-III demonstrates
this with a majority joining into the next pooled fund.
