In 1974 the State of Minnesota and Minnesota Educational Radio (now Minnesota Public Radio – MPR) entered into an agreement granting the State (State Services for the Blind – SSB) perpetuity access to certain MPR broadcast capacity for its Radio Talking Book signal. The continuing agreement was, and is subject to a number of conditions, including that the Minnesota Foundation (now Minnesota Community Foundation) serve as the fiscal agent for the agreement. The 1974 agreement is well settled among the parties and needs to be continued to ensure the ongoing functioning of the Radio Talking Book signal which broadcasts programming statewide to thousands of Minnesotans with print disabilities. MN Community Foundation is a fiscal agent and does not receive funding from SSB for this agreement. See Attachment I with the original contract and succeeding amendments.
