Investigation of the Impact the I-94 ATM system ha
99008W65
Active Traffic Management (ATM) appears to be the only realistic alternative for the Lowry Hill Tunnel Interchange and others. Speed Harmonization is one of the ATM components that have shown promise in their current implementation on I-35W.We propose to employ the existing, extensive instrumentation of the MTO I-94 Field Lab (94FL) to not only conduct a thorough before/after study of the ATM but to also actively monitor the traffic conditions and driver behavior in this section in order to detect early any undesired traffic patterns. The findings of this study will offer a high resolution analysis of the ATM system currently not possible in any other corridor.

Deliverables were provided within an acceptable timeline.
UMN needed little direction or guidance. Kept the PM informed on the progress of the project.
Costs seemed appropriate for the research performed
UMN performance was good. Research report provided the information needed to properly evaluate the affects that ATM has on safety in the I-94 commons. The research will be used to determine next steps for improving the ATM system.
