Evaluate the contractor's timeliness I had a very aggressive timeframe associated with this contract due to an early letting schedule. This consultant delivered early and produced an exceptional product.

Evaluate the contractor's quality The products were full before and after appraisals that require additional time and consideration. The appraisals were presented in a very professional manner and the actual review changes from Central Office were few and minor in nature

Evaluate the contractor's cost Exceptional value for Before and After appraisals. I know of no other consultant that will do this type appraisal for the same cost Kelly did them for.

Evaluate the contractor's overall performance I could not have asked for more from a member of my staff, let alone a consultant. Professionalism, quality, timeliness were all top notch.
