The contract developed a vision for the highway corridor through Willmar in Kandiyohi County. The study was conducted by the partnership team of; the City of Willmar, Kandiyohi County and the Minnesota Department of Transportation, and developed a vision for potential transportation improvements on the corridor.

The contractor was very timely in all aspects. This included communications, all deliverables, setting up meetings and showing up to technical and project advisory committee and MnDOT PM meetings.
The contractor had a high level of quality in all aspects, including communication to partnering agencies and other participants, understanding of the corridor and its needs, fiscal realities, and the final product of a living document which will help the community for 20 years.
The total contract was for approximately $150,000 and the total expended was approximately $108,000. The end product was definitely worth the amount of money charges to the three partners.
The contractor took the necessary time to understand the community of Willmar and the corridor. The contractor communicated well with the three project managers from MnDOT,the city of Willmar and Kandiyohi County, as well as the Willmar City Council, Kandiyohi County Board, members of the Project Advisory Committee and other members of the public who participated. The contractor did a nice job with the visual quality assessment. The contractor also did a thorough job throughout the process leading to the final document and presentations before the respective decision-making bodies. The final product will last twenty years as it provides the framework and guidelines for the three partnering agencies to work toward a safer corridor with better access management, turn lanes and through lanes which also accommodate bicycles and pedestrians. Also, the city can use this study and previous visual studies to improve the appearance of the corridor.
