If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The services required for this contract was to continue services of four consulting contractors to work on eCharging implementation through to the end of the ARRA (American Reinvestment Recovery Act) Grant, which ends December 31, 2011. The implementation is going well and more workis needed with a long list of law enforcement agencies waiting for eCharging implementation at their local sites.

The work of these contractors was needed to continue work to correct errors/bugs in the eCharging system, as well as test and deploy the web service along with the needed enhancements to the eCharging application.
