If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) No other company offers the resources with specific experience in DEED’s FileNet environments. These upgrades are being driven, in part, by an OET decision to upgrade the DB2 environment. In order to meet the aggressive time lines for these upgrades, a resource familiar with DEED’s environment and integration between systems is justified and imperative. It is not in the best interest of the agency to introduce a new vendor for the upgrade of these key systems on a mission critical application, especially going into the peak unemployment season.

Evaluate the contractor's timeliness Contractor did arrive to begin tasks on time and performed within reason when on site. We had a difficult time working with the team remotely to understand the work committed to in the original contract. (I was not in my current position when this contract was put into place.)

Evaluate the contractor's quality We felt the IBM team did not understand what needed to be done to upgrade FileNet. Even after working with our team and executing an amendment to the contract, we still felt we were not getting the direction needed to be successful with a product we were very unfamiliar with. We were counting on IBM to lead using best practices and we did not feel they were willing to work with us in this manner.

Evaluate the contractor's cost Contractor cost was acceptable.

Evaluate the contractor's overall performance Overall, we had hoped IBM would take more of a lead in best practices to accomplish this upgrade since our team didn't know alot about FileNet. This is a perfect example of making certain the contract is written with very clear deliverables and expectations in order to give a vendor a good chance for meeting our expectations.

Describe any negative action taken during the duration of this contract (i.e., termination, pursuit of suspension, etc.): The contract was cancelled and another vendor was engaged to perform the upgrade.
