Summarize purpose of the contract, including why it was necessary: Contractor provided room, board, supervision, and programming to Minnesota Department of Corrections offenders eligible for the work release program as established in Minnesota Statutes, sections 241.26 and 244.065 and DOC Policy 205.120, "Work Release." The objective of the work release program is to provide offenders with a structured release back into the community, which includes an employment component.

There are no state operated residential community corrections facilities (halfway house or county jail) that can provide room, board, supervision and work release programming to select offenders. Having the state build and operate a county jail or halfway house for one or two offenders in a select geographic location would be cost prohibitive.​ Contracting with existing facilities is a cost-effective way for the department to provide work release opportunities to offenders.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The Minnesota Department of Corrections contracts for work release services with numerous facilities that provide services in the geographic areas where work release services are needed. Emphasis is made to contract with county jails, as they are secure facilities managed by county officials and they receive licenses to operate from the Minnesota Department of Corrections. In addition, residential community corrections facilities are utilized, as they are licensed by the Minnesota Department of Corrections under Minnesota Rules, chapter 2920.

If there is a need for additional services in a geographic area that cannot be met by contracting with a county jail or a DOC licensed residential community corrections facility, the work release unit then explores contracting with halway houses that: have a room and board license, have approval by the local community to provide work release programming, are willing to provide 24 hour coverage, and can provide programming as outlined in the Work Release Guideline manual.
