Summarize purpose of the contract, including why it was necessary: The contractor was part of the Electronic Services Group who are responsible for developing and supporting EGS Java/J2EE/.Net applications. Responsibilities included the design, construction, testing, documenting and supporting various applications to meet business and IT needs.
The contractor was responsible for both the maintenance of existing, and creation of new, software applications. This includedcreating web services, persistence services, as well as testing, deployment and documentation of DOR software applications.
Needed to assist with building, modifying and supporting daily operation of the DOR tax applications

Evaluate the contractor's timeliness alway very timely. In the event he had an issue that made it necessary for him to break his normal routine schedule, he always phoned and/or emailed me ahead so I would know.

Evaluate the contractor's quality The quality of work was excellent! He wrote many of the programs that DOR uses today. His programs require very little if any maintenance.

Evaluate the contractor's cost At the higher end of the scale but his abilities matched the cost.

Evaluate the contractor's overall performance He is a true software development professional. Understands client/server, web development, database programming all quite well.

Would you engage the contractor's services again? Yes

Describe any negative action taken during the duration of this contract (i.e., termination, pursuit of suspension, etc.): not negative but no where else to put this.....contractor left as he took a job with another company and DOR decided not to request another resource from the vendor but to fill with a State employee instead. Our experience with the vendor is that they would have provided another well qualified person if requested
