Contractor did not have sufficient subject matter expertise in health equity to effectively produce deliverables without considerable guidance and feedback from the State. Due to the lack of their expertise, the Contractor experienced difficulty in accomplishing the outputs needed as described in the request for proposal.

Contractor fulfilled the terms and scope of work of the contract, but not without an extensive investment of time and effort from the State. Contractor would need to demonstrate significant investment in subject matter expertise in the area of health equity in emergency preparedness in order to be considered for future opportunities on this theme.
