Summarize purpose of the contract, including why it was necessary: The State was in need of assistance to conduct the Informatics-Savvy assessment and gap analysis, using the
informatics-Savvy assessment framework created by the Public Health Informatics Institute (PHII). This contract was necessary to assess the state of informatics at 3 LPH agencies in Minnesota, as well as to learn from the developers of the tool and assessment process how to conduct these assessments and subsequently offer them as a service of the DTA Unit.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) PHII is the organization that developed and owns The Informatics-Savvy Health Department Toolkit to help health departments of all sizes assess their current information capabilities and to both strategically and tactically plan for building informatics capacity. The foundation of the toolkit is an Informatics-Savvy Health Department Self-Assessment instrument, a field-tested tool to guide a health department through assessing its informatics strengths and weaknesses. Because of their ownership of the tool, they are the only entity that can conduct this assessment and gap analysis.
