inventory underfunded assets from existing data sets, review existing policies and procedures, determine causes, and develop
scenario tools and investment plans. Implementation recommendations will include either a modification of the current
selection, or the creation on an independent selection method based on funding approaches. There was no staff capacity or
resources to investigate this problem.
